Douglas is regarded as one of the United Kingdom’s most distinguished Civil Engineers with extensive international experience in the delivery of major projects. He was responsible for the design, procurement, construction and commissioning of Hong Kong International Airport. In 2003, he was installed as The Institution of Civil Engineers’ 139th President.
He is considered an authority in rail, having been involved in rail infrastructure since 1975, with a wide portfolio of projects including Hong Kong Mass Rapid Transit, London Underground, Crossrail and High Speed 2. Douglas’s vast experience includes integrated infrastructure systems in conjunction with roads, ports and airports.
Under his leadership, Crossrail obtained its £15.9 billion funding package, gained parliamentary approval, and became a wholly owned subsidiary of Transport for London. Douglas has recently undertaken an independent review of the High Speed 2 project under the Prime Minister’s invitation. The Prime Minister has accepted the report and is to implement 60 of the 63 recommendations included in the Oakervee Review.
